Are relationships allowed in prison?

Federal law criminalizes prison staff-inmate sexual relations because the inmate cannot legally consent. But sexual activity between law enforcement officers and individuals in their custody who are not yet inmates is legal in some states. Several states and Congress are pursuing bills to close this consent loophole.
